Keith was born and educated in Liverpool and joined the City’s Planning Department in 1985 as a Trainee Assistant and Town Planner. He led development control and area planning teams throughout the 1980s and was the Planning Departments Lead Officer on various regeneration initiatives. In the early 1990s he transferred to the Chief Executive’s Office as an Urban Policy Manager, and in 1995 he was seconded to the newly formed Speke Garston Partnership as its acting Director. He returned to the City Council’s regeneration team in 2001 as the Divisional Manager for Special Initiatives leading on various projects including the construction of an extension of the Princes Landing Stage to accommodate cruise liners, and the regeneration of Anfield and the surrounding Stanley Park area.
